A word on the Bad Guys.
Any person can create a bad guy that affects their own personal character. That is up to you and your own creative license. If you want to create a bad guy that affects any part of the room or the room as a whole you need to talk to one of the room leaders about that character and whether it would be alright to have the scope of this character affect the room.
